Alan Coopersmith 469a30f158 Convert src/draglock.c from ISO-8859-1 to UTF-8

Fixes flawfinder error in CI:
Error: encoding error in ./src/draglock.c
'utf-8' codec can't decode byte 0xa9 in position 343: invalid start byte
