The library used by the Xserver to read and parse the configuration file could be built so that it culd be installed as a separate lib and used by external programs. Apparently there has not been any interest in this for quite a while as this library has been broken for a long time now in the sense that it was calling functions provided by the Xserver which were not implemented for the external library. X Server
The X server accepts requests from client applications to create windows,
which are (normally rectangular) "virtual screens" that the client program
can draw into.
Windows are then composed on the actual screen by the X server
(or by a separate composite manager) as directed by the window manager,
which usually communicates with the user via graphical controls such as buttons
and draggable titlebars and borders.
