xfree86/modes: Handle no palette case better in xf86RandR12CrtcSetGamma

Browse Source 
Just use the RandR gamma ramp directly.

Fixes random on-monitor colours with drivers which don't call
xf86HandleColormaps, e.g. modesetting.
