Eliminate redundant structure field Set_VGAType.

Eliminates the redundant structure field Set_VGAType and the
surrounding infrastructure.  This includes the elimination of the old,
pre-XGI VGA types.  Instead of redundantly checking Set_VGAType and
HwDeviceExtension->jChipType, just check the later.
