Alon Levy ee0e638e11 xspice: README, TODO, config, xspice launcher script

xspice is placed under scripts, adding a new Makefile.am, only
installed if --enable-xspice.
spiceqxl.xorg.conf.example is placed under examples to be installed
to share/doc if --enable-xspice.

The QXL virtual GPU is found in the RedHat Enterprise
Virtualisation system, and also in the spice project.
