Alan Coopersmith 0a2e96d823 uxa: Convert source files from ISO-8859-1 to UTF-8

Clears errors from FlawFinder in gitlab CI:
Error: encoding error in ./src/uxa/uxa-unaccel.c
'utf-8' codec can't decode byte 0xa9 in position 19: invalid start byte

The QXL virtual GPU is found in the Red Hat Enterprise Virtualisation system, and also in the spice project.
