Adam Jackson edcbe5f52d Fix link failure with gcc 10

Without the 'extern' this looks like a definition not just a
declaration, in every file that includes the header. gcc 10 is stricter
about this kind of multiple definition.

xf86-video-amdgpu - Xorg driver for AMD Radeon GPUs using the amdgpu kernel driver

Please submit bug reports to the Xorg bugzilla.

The master development code repository can be found at FreeDesktop Gitlab.

Please use merge requests for patch submission.
