Bert line 198 does not run correctly on a Windows system and all attempts to get a meaningful console output from the psvpfsparser have failed.

As a result, the asset downloader will sort of just pathetically delete everything it downloaded without actually decrypting and saving it anywhere.

Not a bug. Test environment was missing Visual C++ dependencies.
Will include in the next Inno Setup installer.
