Brought back the code removed in that commit so that we can bring back
Cygwin support.
Small changes are done in the process of resolving conflicts against the
current head.
Some checks have not been reverted, because they were not necessary
anymore.

The symbol controls whether to include dix-config.h, and it's always set,
thus we don't need it (and dozens of ifdef's) anymore.
This commit only removes them from our own source files, where we can
guarantee that dix-config.h is present - leaving the (potentially exported)
headers untouched.

This header isn't public and holds defines for code in os/ directory,
so no need to keep it in the global header dir - it's probably better
off in os/ directory - just like we already have with many others.

collisions. Provide 'xserver_poll.h' which uses the system
poll where available and falls back to this emulation otherwise.
